What is the settlement layer?

Definition
The layer that receives state transitions submitted by an execution layer above it and finalises them through proof verification or dispute resolution.
A rollup executes on layer 2, but something else has to judge whether the result is correct. For rollups on Ethereum, a set of layer 1 contracts does that job: recording state roots, verifying proofs, and accepting and adjudicating challenges all happen there.
This layer also has the last word on withdrawals. Burning a token on layer 2 does not return anything by itself; the funds move only when the settlement contract decides the withdrawal is legitimate and releases the lock. A bridge's waiting time is the time until that decision is final.
To serve as a settlement layer, a chain needs enough capacity to run verification and consensus strong enough that its results are not reversed. Conversely, if the settling chain's consensus is weak, stacking more layers on top does not make final settlement any more certain.
Watch out for
- · A reorg on the settlement layer can roll back finality on the layer 2 above it
- · A withdrawal only completes once the settlement side processes it — an updated L2 balance is not enough
- · Congestion on the settlement layer delays proof posting and with it the L2's finality
