What is censorship resistance?

Definition

The property that no single actor's decision can prevent a valid transaction from being recorded. It rests on many independent participants being able to take part in producing blocks.

In bank transfers, the institution can stop a payment. On a blockchain, many parties can include a transaction in a block and each decides independently. If one refuses, whoever produces the next block may include it anyway, and the record stands. That is what censorship resistance means.

Its strength depends on structure. Where the right to produce blocks concentrates among a few operators, a shared policy among them is effectively a block. Where participants are spread across geographies and organisations, getting them all to act alike is hard.

In practice, concentration has been observed among mining pools, staking providers and firms that build blocks on others' behalf. It fits the evidence better to treat censorship resistance not as present or absent but as a continuous property that rises and falls with decentralisation.
