PEPE was not created to solve a technical problem. Its own site states that the token has no utility, no formal team, and makes no claim to investment value. This is not hidden — it is presented as the premise of a memecoin.

Technically it is a standard ERC-20 token on Ethereum with no chain or mechanism of its own. At launch it reportedly shipped without transfer taxes, with contract ownership renounced and the liquidity supplied to exchanges locked. These are the usual measures against the classic scams where a developer later mints more supply or pulls the liquidity.
