How are stablecoins regulated?

In short

Because stablecoins are built to be spent rather than speculated on, they tend to be regulated separately from other crypto. Japan created a distinct category for electronic payment instruments, with conditions on who may issue them and who may intermediate. Two coins both pegged to the dollar can fall under quite different regimes depending on what backs them.

Definition

The body of rules applied to tokens pegged to a fiat currency or similar reference. The recurring questions are what backs the value, how reliable redemption is, who the issuer is, and how users are protected when the token is used to pay.

What sets stablecoins apart is intent: they exist to be spent, not to appreciate. Once something is used for payment, redemption at face value becomes the whole proposition, and how the issuer safeguards the backing assets becomes the regulatory question.

Japan's reform placed fiat-denominated tokens that promise redemption at face value into a category of electronic payment instruments, setting out who may issue them and requiring registration for firms that sell or intermediate them. Coins backed by crypto collateral, or held to a peg algorithmically, sit outside that category.

Other jurisdictions are moving in a similar direction, requiring issuers to hold reserves and disclose them, though the scope and the level of disclosure differ. Which regime a particular coin falls under is something to confirm from the issuer's own documentation and the relevant regulator's material.
